UK and France to Deploy Military Personnel to Ukraine should a Peace Agreement is Finalized

The UK and France have formalized a statement of purpose concerning the stationing of troops in Ukraine should a peace agreement be made with Russia, the Prime Minister of Britain, Starmer, has declared.

Subsequent to talks with Ukraine's allies in the French capital, he indicated that the two nations would "create operational bases throughout Ukraine and erect secure installations for arms and military equipment" to discourage any subsequent incursion.

The coalition members also suggested that the America would play the primary role in monitoring a truce.

Russia has repeatedly warned that any external forces in Ukraine would be considered a "valid objective", but has as yet not issued a statement on this latest announcement.

Context and Continuing Hostilities

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russia presently controls about 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to stand with Ukraine for the foreseeable future," commented the British leader.

Top officials and high-ranking officials from the "Coalition of the Willing" were involved in the recent discussions.

Addressing reporters at a joint press conference, he noted: "It establishes the framework for the operational parameters under which allied and coalition forces could operate on Ukrainian soil, securing Ukraine's air and maritime domains, and regenerating Ukraine's defense capabilities for the future."

The PM added that the UK would be involved in any Washington-directed monitoring of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Top Washington representative Steve Witkoff stated that "lasting security guarantees and strong reconstruction vows are critical to a lasting peace" in Ukraine – referring to a key requirement made by Ukraine.

Witkoff said the allies had "largely finished" their work on agreeing such pledges "to ensure the citizens of Ukraine know that when this hostilities ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also participated in the talks.

Separately, France's leader Emmanuel Macron stated that Ukraine's supporters had made "considerable progress" at the negotiations.

He added that "robust" security guarantees for the Ukrainian government had been settled upon in the case of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "huge advance" had been made in the talks, but added that he would only view efforts to be "sufficient" if they culminated in the end of the fighting.

Earlier, he suggested a settlement was "90% ready". Agreeing on the outstanding 10% would "decide the fate of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the center of unresolved issues for negotiators.
  • Putin has consistently stated that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will take control, rejecting any compromise over how to conclude the war.
  • Zelensky has so far excluded surrendering any land, but has suggested that Ukraine could move its troops to an designated point – but only if Russia follows suit.

Russia currently controls approximately 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk. The two regions form the area of Donbas.

The earlier US-led 28-point proposal that was circulated to the media last year was perceived by Ukraine and its European allies as being heavily skewed in Moscow's direction.

This led to weeks of high-level negotiations – with the involved parties trying to revise the document.

Last month, Ukraine presented the US an revised 20-point plan – as well as separate documents outlining possible security guarantees and arrangements for Ukraine's rebuilding, the President said.
